Is this just technical difficulties or is this a subliminal message?

During Biden’ most recent speech regarding infrastructure, the presidential seal was blurred out on the podium he was using.

This wasn’t a camera trick either because Biden uploaded the video himself to Twitter.

Take a look:

Many think not and believe it was intentionally blurred out.

Biden’s laugh  was also  unusual and had people talking about it on Twitter too:

It’s not like the government is going to sue themselves for copyright infringement, so what gives?
